The Morgan County WV Noise Ordinance Ridicules Staff
The Morgan County Noise Ordinance defines excessive noise levels as being more than 65 decibels that are intermittent or continuous for at least 30 minutes. These sound levels are considered a hazard to public health and safety( What a Joke).
Under this excessive noise definition in the ordinance, it is unlawful to operate or permit the use of ATVs, motorcycles, scooters and other motorized vehicles that produce a plainly audible sound from the property line of the complainant or the street at any time, day or night.
The ordinance definition of public nuisance means any excessive noise that affects no fewer than two households in a residential area of Morgan County.
Meanwhile, the county ATV ordinance says it is illegal to operate an ATV on any public road or highway in Morgan County.
Helmets must also be worn by children under 18 that are riding or operating ATVs.
Violators of the noise and ATV ordinances face citations and fines that increase with the number of offenses.
research shows a passenger car noise level was about 80 decibels, motorcycles were 80-to-84 decibels, lawn mowers were 92 decibels and leaf-blowers were 95 decibels.
